It was noted that Judge Nelson and Judge Romanick were absent due to previous court commitments. It is also noted that the Board is newly reconstituted resulting in the need to establish new terms of service to the Board as of January 1, 2004:

The Board heard comments from Ted Gladden in regards to the reorganization. Mr. Gladden discussed assigning subject matter responsibility to the "specialist" in the field – YASI, Keys to Innervisions, etc. He also related the need to have one individual per unit designated to review all policies, procedures, and operating practices to ensure a coherent plan of operations for the administrative unit.
A motion was made and seconded to appoint a director for each Administrative Unit. The motion passed unanimously.
Discussion next focused on the repeal of N.D.C.C. §27-02-05.2 relating to the state juvenile services coordinator. Mr. Gladden pointed out that the Supreme Court has appointed Louie Hentzen as the coordinator at this time, but discussed the value of using our experts in the field as previously discussed.
A motion was made and seconded to recommend the repeal of N.D.C.C. §27-02-05.2. The motion passed unanimously.
The letter from Chief Justice VandeWalle was distributed to all members attending. The Chief Justice requested the Board to consider reviewing the Uniform Juvenile Court Act and the development of a separate set of juvenile court rules. The Board recommends to bring together the other agencies representatives as related in the Chief Justice's letter as ad hoc members to discuss the Act and the establishment of rules for juvenile court.
The Board asked Karen Kringlie to select an advisory group to evaluate the juvenile management reviews and bring back a "best practice" policy for juvenile operations.
