Ii. When a police officer determines the registered owner of an observed motor vehicle has his or her driving privileges suspended and no evidence exists indicating someone other than the registered owner is the actual driver, the officer has a
reasonable and articulable suspicion to stop the vehicle for investigatory purposes.
